Odpor místních komunit vůči nízkoprahovým službám pro uživatele drog v Praze

Abstract

This paper focuses on the topic of low-threshold centers for drug users in the context of NIMBY attitudes, which refers to the resistance of local communities to the placement of these centers in their neighborhoods. Prague is currently struggling with a lack of these services, which despite the urgency of the situation, remains unresolved. This paper seeks to understand the relations between NIMBY attitudes and such centers and the impact these attitudes have. It also reveals other factors that influence their operations. Finally, the paper defines the main issues of these centers and proposes possible solutions. These goals were achieved through a multiple-case study of the Drop In and Progressive centers, which involved interviews with their managers. Media research was conducted to gain insight into the situation from other parties involved. It was found that the Drop In center does not face any disturbances, while the other was closed due to disturbances by its residents that reached the political level. The main factor causing troubles was the volume of clients in the area, which disrupted peace and safety. Předložená práce se věnuje tematice nízkoprahových služeb pro drogově závislé v kontextu s postoji NIMBY, tedy s odporem místních komunit vůči umístění těchto služeb do jejich sousedství. Praha se v současné době potýká s nedostatkem těchto služeb, který se i přes naléhání odborníků na důležitost situace nedaří vyřešit. Tato práce se snaží porozumět situaci, ve které se kontaktní centra ve spojitosti s postoji NIMBY nachází, a jaký mají tyto postoje na činnost center vliv. Odhaluje další faktory, které jejich činnost ovlivňují, a jak s danými postoji (ne)souvisí. Na závěr práce vymezuje hlavní problémy těchto center a možné návrhy jejich řešení. Dosažení těchto cílů bylo možné pomocí vícepřípadové studie kontaktních center Drop In a Progressive, které bylo dosaženo rozhovory s jejich vedoucími. Pro získání pohledu na situaci od dalších zúčastněných aktérů byla provedena mediální rešerše. Bylo zjištěno, že KC Drop In se s nepokoji nepotýká, zatímco KC Progressive bylo kvůli nepokojům místních obyvatel, které přešly v politickou úroveň, uzavřeno. Hlavním faktorem nepokojů se ukázal být objem klientů v dané lokalitě, který zde narušoval klid a bezpečí.
