Současná sociální politika hlavního města Prahy vůči Romům, její podoby a cíle

Abstract

The present bachelor thesis focuses on the structure of policies towards Roma within the capital city of Prague. It tries to describe and map its forms, including all relevant actors, activities and subsidy titles. Policies on the territory of the HMP are mainly implemented by the HMP Municipality, municipal districts and non-profit organisations, which are the focus of the paper. Roma in the Czech Republic are discriminated against in social, cultural and political spheres. Through a basic analysis of strategic documents, the form of subsidy titles, the structure of support and interviews with the actors concerned, this thesis seeks to answer to what extent policies towards Roma address these types of exclusion. The thesis aims to investigate what are the objectives of policies towards Roma in the capital city of Prague. It highlights that a significant part of these initiatives focuses only on Roma individuals who are at risk of social exclusion and are implemented through social policy. On the contrary, it neglects the political and cultural exclusion of Roma from the public space. Within the policy structure, the thesis attempts to seek a Roma perspective. Předkládaná bakalářská práce se věnuje struktuře politik směrem k Romům na území hlavního města Prahy. Snaží se popsat a zmapovat její podoby, včetně všech relevantních aktérů, činností a vypisovaných dotačních titulů. Politiky na území HMP realizují zejména Magistrát HMP, městské části a neziskové organizace, kterým se práce blíže věnuje. Romové v České republice jsou diskriminovaní v sociální, kulturní a politické oblasti. Tato práce se snaží skrze základní analýzu strategických dokumentů, dotačních titulů, struktur podpory a rozhovorů s dotčenými aktéry zodpovědět, do jaké míry se politiky vůči Romům věnují těmto typům vyloučení. Práce usiluje o zjištění, jaké jsou cíle politik vůči Romům v hlavním městě Praze. Poukazuje na to, že velká část aktivit směřuje pouze k Romům, kteří se nacházejí v ohrožení sociálním vyloučením a realizují se skrze sociální politiku. Naopak přehlíží politické a kulturní vyloučení Romů z veřejného prostoru. V rámci struktury politik se práce pokouší hledat romskou perspektivu. Snaží se zodpovědět otázku do jaké míry je participace Romů v systému politik možná a reálná.
