Institucionalizace Public-Private Partnership v dopravní infrastruktuře

Abstract

Bakalářská práce se věnuje institucionalizaci Public-Private Partnership (PPP) v dopravní infrastruktuře. Pohybuje se v kontextu od představení pilotního PPP projektu D4 po současnost. Hlavním cílem je analyzovat naplnění předpokladů pro úspěch PPP v rámci vývoje a stavu aspektů institucionálního pole PPP. To zahrnuje analýzu kapacity a know-how veřejného sektoru, politické podpory, její formy a stability a analýzu právního rámce PPP. Práce prozkoumává pojetí PPP v politické rovině a veřejném sektoru, kde sleduje východiska know-how a postoje politické reprezentace. Zejména pak východiska pro rozhodování i faktory, které institucionální pole ovlivňují. Dále analyzuje přímé i nepřímé zapojení poradců a multilaterálních finančních institucí do přípravy PPP projektů.

The thesis focuses on Public-Private Partnership institutionalization in the context of Czech infrastructure since the introduction of the D4 project. The main objective is to analyse the fulfilment of the prerequisites of PPP success through PPP enabling field perspective. This includes an analysis of the know-how of the public sector, an analysis of political support and an analysis of the regulatory framework. The paper aims to examine the reasoning behind political decision-making and the processes within the Ministry of Transport. It also analyses both the direct and indirect involvement of advisors and MFIs in PPP project preparations.
