Česká republika a Katar: analýza vztahů na trhu s plynem optikou snahy ČR o zvýšení své energetické bezpečnosti

Abstract

Energetická krize v roce 2022 poukázala na slabiny evropského energetického trhu a donutila představitele jednotlivých členských státu zbavit se vysoké závislosti na ruském plynu. Práce analyzuje potenciál spolupráce České republiky a Kataru v oblasti dodávek zkapalněného zemního plynu ve světle přerušených dodávek zemního plynu z Ruska. Cílem práce je zodpovědět otázku, zda existuje potenciál spolupráce obou zmíněných zemí ve střednědobém horizontu v oblasti dodávek zemního plynu s cílem zvýšit energetickou bezpečnost ČR, a zároveň předkládá hypotézu, že politická shoda mezi oběma zeměmi by měla pozitivní dopad na energetickou bezpečnost České republiky. Teoretická část práce se věnuje konceptu energetické bezpečnosti, situaci na energetickém trhu před a po začátku války na Ukrajině a zároveň je v této části popsána organizace evropského, českého a katarského trhu se zemním plynem. Praktická část obsahuje analýzu čtyř polostrukturovaných rozhovorů se zástupci soukromého i státního sektoru plynárenství. Respondenti odpovídali v rámci rozhovorů na předem vybraná tvrzení a jejich odpovědi byly pomocí kódování a vlastní metodologie analyzovány. Kromě tvrzení pro hlavní analýzu byla zvolena také další tři tvrzení, která výsledky hlavní analýzy zasazují do širšího kontextu.

The energy crisis in 2022 highlighted the weaknesses of the European energy market and forced the leaders of individual Member States to get rid of their high dependence on Russian gas. The paper analyses the potential for cooperation between the Czech Republic and Qatar in the field of liquefied natural gas supply in the light of interrupted natural gas supplies from Russia. The aim of the thesis is to answer the question whether there is a potential for cooperation between the two countries in the medium term in the field of natural gas supply in order to increase the energy security of the Czech Republic, and at the same time it presents the hypothesis that a political consensus between the two countries would have a positive impact on the energy security of the Czech Republic. The theoretical part of the thesis is devoted to the concept of energy security, the situation on the energy market before and after the beginning of the war in Ukraine, and the organisation of the European, Czech and Qatari natural gas markets. The practical part includes the analysis of four semi-structured interviews with representatives of the private and state sector of the gas industry.
