Možnosti nezávislého života lidí s tělesným postižením, kteří potřebují vysokou míru podpory

Abstract

Diplomová práce se zabývá sledováním možností nezávislého života u osob s tělesným postižením, které potřebují vysokou mírou podpory. Hlavním cílem práce je zmapovat implementaci bodu b) článku 19 Úmluvy o právech osob se zdravotním postižením, který má zaručovat přístup ke službám poskytovaných v přirozeném prostředí. K teoretickému a hodnotovému ukotvení práce je využit koncept lidských práv a teorie implementace. V rámci kvalitativního výzkumného šetření, které bylo provedeno metodou polostrukturovaných rozhovorů mezi příjemci politiky a experty pohybujícími se v oblasti podpory osob s postižením, jsou identifikovány podoby, příčiny a dopady nedostatečné implementace práva na nezávislý život u zkoumané skupiny. Provedená analýza poukazuje na implementační deficit, jehož důvodem je roztříštěnost agendy, rozdílné zájmy aktérů, nízká míra spolupráce mezi nimi a nedostatek individualizovaných řešení pro osoby, které potřebují vysokou míru podpory. Identifikovanými bariérami, které brání zajištění práva na nezávislý život, jsou zejména nedostupnost služeb poskytovaných v přirozeném prostředí a neadekvátní výše příspěvku na péči. The diploma thesis deals with the topic of independent living opportunities for people with physical disability with high support needs. The goal of the thesis is to map the implementation of point b) Article 19 of Convention on the Rights of Persons with Disabilities (CRPD) that guarantees access to in-home, residential and other community support services to all persons with disabilities. The concept of human rights and the theory of implementation are used as grounding theoretical concepts for the thesis. Qualitative research survey was realized among policy recipients and experts in the field of disability support. The survey had identified insufficient implementation of the right to independent living and its various forms, causes and impacts on the research group. The analysis points out to the deficit in implementation, which can be caused by fragmentation of disability support agenda, differing interests of the various stakeholders, low level of cooperation between them and the lack of personalized solutions for people with high support needs. Unavailability of field social services and inadequate amount of care allowance were identified as main barriers that hinder securing of the right to independent living.
