Možnosti řešení narušování veřejného pořádku v souvislosti s užíváním drog v hl. m. Praze

Abstract

Hlavním tématem této práce je problematika rušení veřejného pořádku uživateli drog a negativní dopady související s drogami, na veřejném prostranství. Tento problém zasahuje snad všechny státy EU nevyjímaje Českou republiku. Konkrétně hlavní město Praha se v posledních letech snaží tento problém řešit. Tento fenomén rozhodně není nový, ale trpělivost společnosti už přetekla. Možností řešení je celá řada, záleží však vždy na konkrétní společnosti a jejích postojích, které z řešení si vybere, aby výsledek byl efektivní jak pro společnost, tak pro samotné uživatele drog. Cílem této práce je podat ucelený pohled na rušení veřejného pořádku v Praze. Součástí práce je i výzkum mezi osobami zainteresovanými do této problematiky. Výsledkem práce jsou názory na současný stav této problematiky v hl. m. Praze a možnosti řešení, které by byly efektivní k eliminaci tohoto problému. Součástí práce je i návrh možného řešení problematiky rušení veřejného pořádku v souvislosti s drogami. Výsledky výzkumu byly získány metodou polostrukturovaného rozhovoru s 9 respondenty. Respondenti jsou z řad místní samosprávy, represivní složky a z řad adiktologů a jiných odborníků zabývajících se drogovým problémem.

The main theme of this thesis is the problems of drug related public nuisance in the Prague City Center. This problems affect almost all EU member states including the Czech Republic. Specifically, the capital of Prague was trying to solve this problem in the recent years. This phenomenon is certainly not new, but it ran out of patience. Possible solutions are many but they always depends on the particular company and their attitude to the solution you choose. The result to be effective both for society and for themselves drug users. The goal of this thesis is a comprehensive view of drug related public nuisance in the Prague City Center. The thesis also includes research among those interested in this issue. The results of that thesis are those of the current status of this issue in the City Center. Prague and its options that would be effective to eliminate this problem. The work also includes a possible solution to problems of drug related public nuisance. The research results were obtained by using semistructured interview with 9 respondents. The respondents are the members of the local government, and the repressive part series, drug dependence workers and other experts on the drug problem.
