Starosta jako Černý Petr? Případová studie Moravskoslezského kraje

Abstract

The bachelor's thesis is a case study that deals with the influence of factors that influence interest in the post of mayor of small municipalities in the Moravian-Silesian Region. This thesis describes Czech local politics, which is very specific due to its large number of small municipalities in the Czech Republic. The local politics of the Czech Republic is extensively researched, thanks to many important authors who have devoted themselves, for example, to local councils, rural municipalities, or the creation of coalitions or parties of representatives. Research usually comes to the conclusion that there is no interest in the post of mayor in small municipalities, yet no work published so far describes the exact reasons that influence this interest. Since this phenomenon of interest has not yet been specifically described, however, the circumstances confirming lack of interest are very specific, this work is based on qualitative research. The aim of the thesis is to find out what affects the mayor's interest in the post of mayor. To fulfill the aim of the work, he uses case studies and conducts seven semi-structured interviews with mayors of small municipalities in the Moravian-Silesian Region. Bakalářská práce je případovou studií, která se zabývá vlivem faktorů, které ovlivňují zájem o starostenský post malých obcí Moravskoslezského kraje. Tato práce popisuje českou lokální politiku, která je vzhledem ke svému velkému počtu malých obcí v České republice, velmi specifická. Lokální politika České republiky je obsáhle prozkoumaná, díky mnoha významným autorům, kteří se věnovali například zastupitelstvům, venkovským obcím či tvoření koalic nebo stranictví zastupitelů. Výzkumy se obvykle dostávají k závěru, že o starostenský post v malých obcí není zájem, přesto žádná doposud zveřejněná práce nepopisuje přesné důvody, které tento zájem ovlivňují. Protože tento fenomén zájmu není doposud konkrétně popsaný, ovšem okolnosti utvrzující nezájem jsou velmi konkrétní, je tato práce založena na kvalitativním výzkumu. Cílem práce je zjistit, co ovlivňuje zájem starosty o starostenský post. Pro naplnění cíle práce využívá případové studie a provádí sedm polostrukturovaných rozhovorů se starosty malých obcí Moravskoslezského kraje. Předem vytvořených pět testovaných proměnných se pak na základě polostrukturovaných rozhovorů práce snaží zjistit, jestli zájem determinují či nikoliv.
