Místní akční skupiny ve vnitřní periferii Čech: percepce úspěšnosti a její analýza

Abstract

This master's thesis examines the success of Local Action Groups (LAGs) from the perspective of how success is defined by LAG representatives, which is compared with the approaches of state and European authorities and experts. It further analyzes the factors influencing LAG activities with an emphasis on the context of the inner periphery of Bohemia. The research methods employed were qualitative, involving semi-structured interviews with representatives of six active LAGs from the inner periphery of Bohemia. The results indicate that, according to LAG representatives, the success lies in networking within the territory, LAG awareness, knowledge of the territory's needs, and active targeting of these needs. Particularly in terms of LAG awareness and informed targeting of territory needs, LAG representatives' perspectives differ from other approaches. Respondents identify a good team as the foundation of successful LAGs, which utilizes positive factors and overcomes negative influences on LAG activities. Key findings from the research include a description of the successful LAG team and an overview of factors influencing their activities, including those typical of the inner periphery. Tato diplomová práce zkoumá úspěšnost místních akčních skupin (MAS) z hlediska definice úspěchu zástupci MAS, která je porovnána s přístupy státních a evropských orgánů a odborníků. Dále analyzuje faktory ovlivňující činnost MAS s důrazem na kontext vnitřní periferie Čech. Metody výzkumu byly kvalitativního charakteru a zahrnovaly polostrukturované rozhovory se zástupci šesti aktivních MAS z vnitřní periferie Čech. z výsledků vyplývá, že podle zástupců MAS leží úspěšnost v síťování aktérů v území, známosti MAS, znalosti potřeb území a v akceschopném cílení na tyto potřeby. Především v důrazu na známost MAS a informované cílení na potřeby území se názory respondentů odlišují od jiných přístupů. Základ úspěšné MAS je podle respondentů v dobrém týmu, který využívá pozitivních a překonává negativní faktory, které na činnost MAS působí. Klíčové poznatky z výzkumu zahrnují popis týmu úspěšné MAS a přehled faktorů, které činnost ovlivňují. Faktory vnitřní periferie jsou malé obce s neuvolněnými starosty, řídké osídlení a chybějící služby. Mezi vnějšími faktory byly zjištěny důležité pozitivní efekty konkrétních dotací, jako je motivace subjektů, tvorba sítí, přinášení inovací, rozšíření finanční a personální kapacity týmu nebo budování dobrého jména MAS.
