(Ne)dostatečné kapacity na středních školách v Praze: případová studie situace v roce 2023 a 2024

Abstract

Diplomová práce se zabývá problematikou nedostatečných kapacit na středních školách v Praze, prostřednictvím případové studie analyzuje problém a jeho vnímání veřejností, médii a politickou arénou. Cílem práce je prostřednictvím konceptu morální paniky identifikovat oběti, hrdiny a padouchy v procesu nastolování agendy. Výzkum se zaměřuje na rok 2023 a první měsíce roku 2024, přičemž prostřednictvím obsahové analýzy je sledován průběh debaty, postoje aktérů a mediální obraz situace, s důrazem na koncept morální paniky a procesu nastolování agendy. V práci jsou využívána data různorodého charakteru: titulky novinových článků pro analýzu mediální agendy, občanské interpelace na zasedání Zastupitelstva Hlavního města Prahy pro analýzu veřejného diskursu a stenografické záznamy jednání Zastupitelstva pro analýzu politické agendy. Primární pozornost je věnována politické agendě, s důrazem na rétoriku a diskurs politických aktérů při rozhodování a sledování jejich postojů napříč politickou reprezentací a v čase.

The thesis deals with the issue of insufficient capacity in secondary schools in Prague, analysing the problem and its perception by the public, the media and the political arena through a case study. Through the concept of moral panic, the thesis aims to identify victims, heroes and villains in the process of agenda setting. The research focuses on the year 2023 and the first months of 2024, and through a content analysis, the course of the debate, the attitudes of the actors and the media portrayal of the situation, with an emphasis on the concept of moral panic and the processes of agenda setting. The thesis uses data of a diverse nature: headlines of newspaper articles for the analysis of the media agenda, citizen interpellations at the Prague City Council meetings for the analysis of the public discourse, and stenographic recordings of the meetings of the City Council for the analysis of the political agenda. The primary focus is on the political agenda, with an emphasis on the rhetoric and discourse of political actors in decision-making and tracking their positions across political representation and over time.
