Public-private partnership v procese regeneracie mesta (priklad Sheffieldu, Anglicko)

Abstract

Prvou časťou je všeobecný koncept PPP. Na samom začiatku práce sa snažím zdôvodniť prečo sa koncept PPP používa a ako sa k nemu dospelo. V druhej časti analyzujem anglický prístup k PPP v kontexte urbánnej regenerácie a jeho vývoj od roku 1980. Zameriavam sa hlavne na rôzne prístupy, formy a typy PPP. Takisto popisujem odlišný charakter PPP a jeho meniacu sa úlohu od obdobia konzervativizmu M. Thatcherovej až k sociálne - demokratickej vláde G. Browna. Hlbšie sa zameriavam na súčasnú politickú situáciu tzn. po roku 1997 známu ako Giddensova "Tretia cesta". Ďalej v práci objasňujem ako PPP a súčasná urbánna politika v Anglicku prispieva k udržateľnému rozvoju a revitalizácii brownfields. Nakoniec hodnotím ako sa táto politika realizuje v praxi. Tretia časť mojej diplomovej práce je venovaná prípadovej štúdii mesta Sheffield. V tejto časti bližšie analyzujem situáciu, vývoj, stav politiky a brownfieldov v Sheffielde (konkrétne v centre mesta). Popisujem rozvojové spoločnosti mesta a ich zmenené správanie po roku 1997. Analyzujem kľúčových hráčov procesu revitalizácie. Snažím sa 9 prísť na to do akej miery bol počas regenerácie partnerský prístup v Sheffielde naplnený a úspešný. Touto diplomovou prácou sa snažím predložiť dôkazy o tom, že PPP má zmysel uzatvárať a riešiť ním revitalizáciu brownfieldov a...

The aim of my thesis is to describe public - private partnership (PPP) approach in the context of urban regeneration and particularly in the brownfield redevelopment process in the England. I examine the outcomes of urban government policy and then particularly in Sheffield. The thesis is built up from three different parts. The first part is a general review of the PPP literature. It begins with uncovering the notion of public and private sectors, different definitions and perceptions of PPP. It also describes the changing roles of key actors within the partnership process. The second part looks into the british approach to urban regeneration in the context of PPP. At the beginning different forms and types of urban regeneration partnerships are being examined in the England and then the evolution of PPP is outlined since 1980s. The different natures and characters of PPP are also introduced here from the conservative Thatcherism policies to the Labour party government. I am closely interested in the evolution after 1997 and in the term known as "Third Way ". After that I try to highlight the reasons for sustainability and brownfield re - use. Finally I examine the brownfield redevelopment practice in the England and the forms and types of PPP. The third part of this thesis is the case study of Sheffield....
